回復(fù) 李林洋 : 原標(biāo)題：電力供需總體緊平豪彘 中電聯(lián)預(yù)計(jì)2023年全社會用電量同比增6%來源：人民網(wǎng)人民網(wǎng)北京1月30日電 （記者杜燕飛）中國電力企業(yè)聯(lián)合會以下簡稱中電聯(lián)）日前發(fā)布的2023年度全國電力供需形勢分析預(yù)測報(bào)告》儒家以下簡稱《告》）顯示，預(yù)計(jì)2023年全國全社會用電量9.15萬億千瓦時(shí)，比2022年增長6%左右，全國電力供需總體緊平衡部分區(qū)域用電高峰時(shí)段電力供偏緊?！昂暧^經(jīng)濟(jì)及氣候等均影響電力消費(fèi)需求增長的重要面。2023年預(yù)計(jì)我國經(jīng)濟(jì)運(yùn)行有望總體回升，拉動電力消需求增速比2022年有所提高?！敝须娐?lián)秘書長郝英杰表示預(yù)計(jì)2023年全國電力供需總體緊平衡，部分區(qū)域用電高峰段電力供需偏緊。為確保能源力安全保供，結(jié)合電力供需形和行業(yè)發(fā)展趨勢，《報(bào)告》建，進(jìn)一步加大電力燃料供應(yīng)保能力；疏導(dǎo)燃煤發(fā)電成本，發(fā)煤電兜底保供作用；加快電網(wǎng)劃投資建設(shè)，強(qiáng)化電力負(fù)荷管；完善電力交易機(jī)制和市場價(jià)形成機(jī)制；持續(xù)優(yōu)化調(diào)整電力應(yīng)結(jié)構(gòu)，加快系統(tǒng)應(yīng)急保障和節(jié)能力建設(shè)；加快技術(shù)研發(fā)和理創(chuàng)新，推動新型電力系統(tǒng)建。“電力供需涉及到供給側(cè)的電端、輸電端等主要環(huán)節(jié)，也及到需求側(cè)，也就是用電負(fù)荷。”中電聯(lián)統(tǒng)計(jì)與數(shù)據(jù)中心副任蔣德斌表示，電力行業(yè)要通在發(fā)電、輸電、用電等主要環(huán)多措并舉，保障電力安全穩(wěn)定應(yīng)。蔣德斌進(jìn)一步解釋說，發(fā)端要克服燃料供應(yīng)中面臨的價(jià)等問題，采購電煤，保障電力靠供應(yīng)。利用前期檢修窗口期加強(qiáng)機(jī)組及相關(guān)電力設(shè)備檢修提高設(shè)備健康水平，減少用電峰期的非計(jì)劃停運(yùn)；推進(jìn)保供點(diǎn)發(fā)電項(xiàng)目建設(shè)投產(chǎn)，能盡早迎峰度夏等用電高峰期發(fā)揮作。電網(wǎng)端要科學(xué)安排運(yùn)行方式加強(qiáng)電網(wǎng)運(yùn)行監(jiān)控。發(fā)揮大電資源配置作用，加大跨省跨區(qū)網(wǎng)錯(cuò)峰支援、余缺調(diào)劑力度。過省間現(xiàn)貨市場、應(yīng)急調(diào)度等段，對電力供需形勢緊張的地進(jìn)行緊急支援減少電力缺口。強(qiáng)和各地方政府溝通，嚴(yán)格落跨省區(qū)優(yōu)先發(fā)電計(jì)劃，加強(qiáng)省交易中長期合同電量簽訂和履。用電端要挖掘電力需求響應(yīng)力，精細(xì)化落實(shí)需求側(cè)負(fù)荷控措施，持續(xù)強(qiáng)化負(fù)荷管理。各區(qū)提前制定需求響應(yīng)及有序用實(shí)施方案并提前演練。宣傳節(jié)節(jié)電知識，引導(dǎo)社會持續(xù)提高能節(jié)電意識，同時(shí)不斷完善價(jià)補(bǔ)償機(jī)制，以市場化方式降低峰用電負(fù)荷需求?
